Jaycel you may call that a finder's fee instead. Do negotiate with the developer or the main seller. ;)

What will agent do? which government body they can complain?

MaileenDalmacio If the broker is a licensed real estate broker, you can complain to the Professional Regulation Commission so they revoke the certificate of registration and professional ID of the broker who is engaging in unprofessional or unethical conduct.
